Following Decree No.699 of the Government of the Republic of Lithuania of 4 July 2007 the Education Exchanges Support Foundation has been authorized by Order No. 1521 of the Minister of Education and Science of the Republic of Lithuania of 20 July 2007 to organize academic exchange with foreign countries within the framework of international agreements and bilateral exchange programmes.

LITHUANIAN STATE SCHOLARSHIPS FOR BYELORUSSIAN APPLICANTS

for academic year 2009-2010

In reference to the Working Programme on Co-operation in the Field of Education between the Ministry of Education and Science of the Republic of Lithuania and the Ministry of Education of the Republic of Byelorussia signed in July 2005, the Education Exchanges Support Foundation informs about the following scholarships for students, lecturers and researchers of higher education and research institutions of Byelorussia:

1) scholarships for undergraduate and postgraduate students for 5-10 months’ studies (the total period of 10 months);

2) scholarships for doctoral (postgraduate) students for 1-10 months’ research stay (the total period of 10 months)

3) scholarships for researchers’ and teachers’ short term (1-3 months) research or lecturing stays in the state higher education and research institutions of Lithuania (the total period of 10 months).

Purpose

The opportunity is given for advanced students, researchers and teachers of higher education institutions of Byelorussia to enable them to study or carry out research at a Lithuanian institution of higher education and science. Applications from students and researchers from different fields of studies or research are welcome.

 Lithuanian (Baltic) studies

This call also covers Lithuanian (Baltic) studies organised by higher education institutions. It is well known that learning a language in its natural spoken environment is always the shortest way to master it. The Lithuanian language belongs to the Indo-European family of languages. It is one of the remaining two live Baltic languages boasting of numerous archaisms, the best-retained ancient system of sounds and a number of morphological peculiarities. In this respect it is often compared with Sanskrit, ancient Greek and Latin. The Lithuanian language as a linguistic subject is studied at many universities abroad. Lithuanian language courses organised by higher education and research institutions of Lithuania attract foreign students who learn Lithuanian in their native countries and major in Lithuanian or Baltic philology, Indo-European linguistics or Lithuanian literature, researchers and lecturers interested in scientific and special literature in Lithuanian, people interested in Lithuanian and Baltic history, culture, ethnography, folklore, political and economic processes in the Baltic region.

The scholarships are not intended for a full course of study. Normally, an academic degree or diploma cannot be obtained during the tenure of the scholarship.

 Conditions

The students shall be registered in a higher education institution in their home country, whatever his/her field of study, in order to follow higher education studies leading to a recognized degree or other recognized tertiary level qualification, up to an including the level of doctorate.

Those students who come to study in Lithuania under the Erasmus programme can't apply for the state scholarship.

Applicants must be nominated by the authorities in their home country.

The final decision concerning the award of the state scholarships rests with the Minister of Education and Science of the Republic of Lithuania based on recommendations of the Commission for International Studies. It is a condition for students that an appropriate study programme can be arranged. It is therefore of the essential importance that a person looking for contacts with a higher education and research institution of Lithuania has a clear objective and gives a precise planning outlining the course or the programme of studies or research in Lithuania.

Evidence of acceptance to the host institution in Lithuania is a prerequisite for being approved for a study period or a research stay.

The language of instruction in all higher education institutions is Lithuanian and applicants’ knowledge of the Lithuanian language is a definite advantage. However, recently more and more courses taught in English/ German/ French are being prepared. Most of them are at the undergraduate level and are targeted to cover a wide range of subject areas related to culture, history and social sciences. International students are invited to compose their study periods from the courses offered according to their interests and requirements leading to study period recognition at their home country. Though the Lithuanian language is not compulsory for international students who attend courses in foreign languages, it is advisable to take a course in survival Lithuanian.

Majority of higher education institutions of Lithuania apply to all incoming and outgoing students ECTS, developed by the Commission of European Communities. The workload of 60 ECTS credits has to be undertaken by exchange student during academic year (or 30 ECTS credits during one semester). This is fully employed while designing the courses offered in foreign languages.

Value

The scholarship covers tuition fees (for students) plus a monthly allowance of 780 Lt/month (appr.226 EUR) for undergraduate and postgraduate students, 1560 Lt/month (appr.452 EUR) - for persons holding a research degree. Undergraduate and postgraduate students approved for Lithuanian (Baltic) studies will be awarded a scholarship of 1950Lt/month (appr.565 EUR), persons holding a research degree will receive 3250 Lt/month (appr. 942 EUR) for their Lithuanian (Baltic) studies or research in the afore mentioned field.

Upon request, the host institution provides the scholarship holder with a place in a dormitory or a university guest house. Requests for accommodation at the international students’ dormitories must be submitted well in advance before arrival. Alternatively, students and researchers may consider renting an apartment in the private sector of the city. The help is available from international relations office staff of the relevant higher education and research institution. In any case, accommodation fees have to be covered by scholarship holders from the scholarship received.

The scholarship is available for one person only and additional amounts for accompanying members of the family are not provided.

Method of application

Applications should be prepared on special application forms (forms are available from the website www.smpf.lt/scholarships) and contain documents (in Lithuanian or English or with certified translations into one of these languages) listed below in the order given:

1.      Application.

2.      An official letter of acceptance from the host institution.

3.      Certified copy of a diploma and/ or transcript of academic records (for students), a copy of a diploma of a research degree (for lecturers and researchers).

4.      Curriculum Vitae.

5.      Two letters of recommendation from professors of the home university.

6.      Detailed programme of intended studies or research.

7.      Evidence of enrolment or employment at a higher education and research institution of the home country.

8.      Certificate attesting the knowledge of the Lithuanian or another language acceptable for the host institution.

9.      List of publications (for postgraduate students, lecturers and researchers).

10.  Copy of the valid travel document.

Documents should be submitted in two identical sets (original and a copy). Incomplete applications will not be considered.

 Commission for International Studies authorized by the Minister of Education and Science of the Republic of Lithuania to make recommendations concerning acceptance of foreign nationals for studies and research stays will consider applications of the nominees observing the requirements provided for in the call for applications. The Byelorussian authorities will be informed on the decision of the Commission for Lithuanian Studies concerning acceptance for studies/research stays by 1st May, 2009.

General Information

Well in advance of their entry into Lithuania nationals of Byelorussia who have been approved for studies/research studies in Lithuania, should submit an application for a visa/residence permit to the Lithuanian diplomatic representation in their home country.
